The language is Turkish, the alphabet used is Arabic based Ottoman alphabet, not the current Latin based Turkish alphabet.
It is not the exact copy of the original one in the Topkapı palace which was written by Evliya Çelebi around 250 years before this edition. Some words were simplified.

This puplication is the old language of ottoman which is not Turkish. Turkish language is better known that it.
